Soon after SB 240 was passed into law earlier this year, it was obvious that the Binding Arbitration process it created needed some very important improvements. An independent committee was formed to identify those improvements and to make a final set of recommendations to the legislature. As part of the work of the committee, members also brainstormed ideas for making improvements to the BOE and (non-binding) arbitration processes. While there were issues on which the members could not agree, the group did find common ground on numerous substantial changes. Attached are two sets of recommendations; one dealing with binding arbitration and the other dealing with the BOE and arbitration. These recommendations have been adopted by the GAAO Executive Board. They were recently presented to the Senate Study Committee on Tax Reform. The Study Committee was impressed with the collaboration of our participants and were very complimentary of the recommendations.
